Edit parameters allows you to set templates for whinemail,
newchangedmail, and passwordmail but not flagmail. Flagmail is set as
described in bug 179582 but it should be configurable as with all
other email.

The rest of them are getting removed from params also shortly after bug 84876
lands.  You'll still be able to easily configure them (as you can now with flag
mail) by editing the related templates.
