Any time I choose to send a page by email, Firefox automatically chooses to use
Outlook for no discernable reason.  My OS-wide email program has been Mozilla
Mail since I first installed Firefox but it seems to ignore this.

Steps to Reproduce:
(Correct me if I'm wrong here).

WFM using Thunderbird, which has this bug patched while MailNews doesn't.  So I
believe this is a dupe.  Note this isn't a Firefox bug, since Firefox is only
passing it off to the OS via the registry keys set by your mail program.

Could you point out the registry key? With either my system-wide email set to Thunderbird or MailNews 
I see the same behavior from Firefox. Other programs (e.g., IE) correctly handle mailto: using 
Thunderbird, not Outlook.
