Elements with a lang="ar" attribute are rendering differently than elements with
different lang="foo" attributes, no with no lang attribute at all.

This is by design. If you want Arabic to use the same font as English, you can
set it up that way in preferences.
If you are seeing more difference than just a different font, please reopen and
attach a screenshot.

See also bug 227815 comment #1 (the last paragraph). On Windows, you can
fine-tune your font preference with font.name-list.xxx.ar where 'xxx' is serif,
sans-serif, monospace, etc.
