jar URLs can't be added to popup manager.
When a jar has popups inside, I can't add the URL to the popup manager. 
So currently remote apps can't use popups at all.

Steps to Reproduce:
jar:http://127.0.0.1:8080/myApp.jar!/myApp/index.html
Tools>Popup Manager>Allow Popups from this site
Actual Results:

Expected Results:  
URL should be added.
hmm, I do think we should implement nsJARURI::GetHost, and hostport, and port

This bug report is registered in the SeaMonkey product, but has been without a comment since the inception of the SeaMonkey project.
