Opening excel sheet - download only says "starting" - no error and c temp write error

After going to and clicking on the
"fall 2004 schedule" excel sheet and then clicking "Open with [Excel]," the
Download Manager does appear but it only says "Starting."  Excel never opens. 
This behavior occurs with the latest nightly build.

However, if I use 0.9.2 and try to open the excel sheet, I get an error that
says c:\temp does not have the correct permissions to be able to save to that
directory.  However, all NTFS permissions are set correctly to that directory. 
Also, if I click "Save to" instead of "Open with" and I save it directly to
c:\temp myself, the download works fine.
