when i click on a link that redirects me to download a compressed .rar file
instead of downloading like it should the browser opens it in a new window and
it tries to display it as text.

Steps to Reproduce:
1. got to http://www.ut2003hq.com/pafiledb2/pafiledb.php?action=file&id=4047
2. click on direct download
3. see what happens

Actual Results:  
the browser opens the file in a new window and tries to display it as text

Expected Results:  
a normal download procedure where it asks me do i want to save the file or open it.
