Two days ago I downloaded Mozilla 1.8a3 This version does not show the scroll bar or slider

When any web page is loaded there does not appear to be a scroll bar nor slider.
If I put the cursor where the scroll bar buttons should be I can get the page
to scroll up or down and as I do so the scroll bar turns dark gray for those
portions of the bar that the slider would have been moving could I have seen it.
The slider on the scroll bar never shows up, it remains constantly invisible.
I have restarted several times after shutting down but this makes no difference.
