no need to explain too much

* useful for web developper who doesnt want to shift+click to refresh and see
their updated page
* useful for people who uses the live bookmark system (see bug 255458)
* useful for somebody coming from opera and wants to switch to firefox (the
default behaviour of opera is to check everytime a document is loaded)
* simply useful

right now you have to dig thru the mozilla.org site to find out what the value
does and I think the caching behaviour is something somebody should be able to
change as desired.

This was removed a long time ago.  Most people won't understand this pref, and
don't need it.  We have hundreds of prefs that aren't accessible via the options
panel, which is as it should be.

The live bookmark stuff is irrelevant to this issue.  This would be a bandaid,
and a bad one.

Opera's behaviour is strange, when this was broken in Mozilla many people
flipped out.

Web developers are/should be savvy enough to find the pref.

*snif* I was ready to submit my code changes to add the cache option in the
empty space of web features pane, I guess that's what we call missing the train
before it even started ;)

if you rethink about it and want it on (you have space anyway so you might as
well try and get the feedbacks), I'll submit the added stuff
