Saving an HTML page that has no external references (i.e., no images, no
objects, etc.) as "Web Page, Complete" still creates an associated directory
that is empty. It shouldn't create the directory if there's nothing to put in it.

WFM on another branch a year later, plus the trunk. If you can still reproduce
it, don't hesitate to open a new bug, in the right Core component, with a
testcase URL, since we could be WFMing on pages that don't have the magic
element to trigger your bug.
