The most recent comments for a theme/extension should be at the top of the list.
This makes more sense as comments that relate to the current release of the
theme/extension are at the top and if there has been a change in mood / ratings
then this will be more obviously reflected.

Alternatively provide the user with a way to change the sort order.

e.g.

"Date [asc|desc]"
