Major flicker caused by focus outline.

This will be a regression when tabbing around after we fix bug 254966,
(I'm gussing the root cause is the reflow added by bug 151375).

STEPS TO REPRODUCE:
1. load attached testcase
2. from the left, move the mouse into the TEXTAREA and hover it.

ACTUAL RESULTS:
It seems we end up in a reflow loop of some sort, CPU goes to ~60% and on the
console I see and endless stream of:
WARNING: Couldn't add reflow command, so splitting.
WARNING: Couldn't add reflow command, so splitting.
WARNING: Couldn't add reflow command, so splitting.

ADDITIONAL INFORMATION:
I tried the patches for bug 252920 and bug 255584 but they didn't help.

Might be worth to know, this is -I think- related to bug 132337.

the testcase WFM using Mozilla Trunk Nightly Build 2004101605 on Windows XP.
The behavior on Windows XP improved between Mozilla Trunk Nightly Build
2004101107 and 2004101206.

This bug was fixed by the checkin for bug 238493.
