Some Thunderbird users have an additional spam-filter service that is on the
server (oftentimes provided by the ISP.) While the bayesian filter is good,
sometimes it misses a few junk mail messages that the server-filter marks as
"*** SPAM ***" or something similar in the subject line. While neither one is
perfect, it might make Thunderbird even better if it also looked at the subject
line and the sender on "non-junk mail" to see if it is really junk.

The requested action is not going to be made default. You can implement this
yourself by creating a filter for:
Subject, contains, *** SPAM ***
Set Junk Status, to Junk
This feature is available in Moz 1.7 and TB 0.7.
