25647 - Need format for Localization notes, so they can be seen by tools

Hi

We need to agree on some sort of formatting the localization notes, so tool can
pick these up and display them to the translator, otherwise they wont be seen.

As I understand it they are now writting as comments in the dtd file, but rather
informally.

What we need to decide on how these comments are parsed (kinda like javadocs):

* What seperates a generel comment from a localization note

* How does they tool now which key it is for ?? (btw. im going with the key
centric approch)

I believe that most localization notes are in this format:
