256658 - new plugin placeholder text is selectable

The "Click here to download plugin" text in the new plugin placeholder is
selectable.  This is confusing.  It should probably not be selectable, and
display a cursor or hand arrow.

related to bug 244125  and bug 253046 but I'm not sure if it blocks one of them.
