Usability study found that the migration wizard does not always appear (if the
user opens the browser from the desktop, rather than directly from the installer).

this WFM on Win XP with the latest Firefox branch builds.

I tried these two scenarios:

-uninstall any versions of Firefox
-remove firefox folder in application data\mozilla\
-install Firefox
-in the final instal window uncheck the Launch Firefox now checkbox
-double click the desktop icon for Firefox

or

-uninstall any versions of Firefox
-install Firefox and launch on install completion
-exit Firefox
-remove firefox folder in application data\mozilla\
-Double click the desktop icon for Firefox

In both cases the Migration wizard appears as expected.

note:  If the firefox profile folder is not deleted before installation, the
migration wizard will not appear.  Could that be what was happening in the
usability study?
