Other filters work (based on from address, and subject), but filters using the
"to", "cc", or "to or cc" criteria do not work.

Reproducible: Always
Steps to Reproduce:
1. Create a "to" based filter (say based on a mailing alias you are on) with
action to move to a specific folder
2. Send mail to that alias


Actual Results:  
Message that matched the criteria defined was not moved to the specified folder

Expected Results:  
Moved the message to the specified folder

Do you mean the *sent* message was not moved to the folder?  Filters do not act 
on outgoing mail, only on incoming.  (Bug 180196)

If not, if you're referring to the received copy of the message, then: what 
exactly are your "to" rules?  Note that the "begins with" and "ends with" rules 
are case-sensitive -- that is, a rule of "begins with" "bugzilla"  will not 
match mail addressed to [e-mail].  (Bug 202558)

I'm just referring to a received message.  My "to" rule says something
to the effect of:

if "to or cc" contains [e-mail] then move to local folder "nanog"

Don't send me mail again, please.  Responses go in the bug.

Tbird 1.0, OSX 10.3.latest, Cc filters work for me. To filter tests will have to
wait until my next round of maillists arrive tomorrow.
