The Offline preference settings:

- "Make the messages in my Inbox available..." checkbox
- "When I create new folders, select them for offline use."  checkbox
- "Select folders for offline use..." button

are enabled on an IMAP account even though Offline Support was not selected
during install.

Steps to Reproduce:
1.  Install Thunderbird.
2.  Select Custom Install and make sure Offline is unchecked and complet install.
3.  Launch Tbird, and create an IMAP account.
4. In Account Settings, select "Offline & Disk Space"

Actual Results:  
All the offline settings are still enabled and allow you to modify the settings.

Expected Results:  
If Offline support is not selected during install, Thunderbird should not allow
those preference settings be modifyable or even visible.  This can give the
impression that Offline support IS installed.
This is rather confusing. If you've chosen to not have offline support in the
installer, to find all this offline UI in preferences is rather odd. Any chance
we can do something to conditionally show this UI? If not, then why have the
checkbox in the installer at all.

A bigger problem is: even when you uncheck 
- "Make the messages in my Inbox available..." 
- "When I create new folders, select them for offline use."

Thunderbird itself makes it active again. So it's not possible to not download
automatically every email!!! (But I want to download only mails I like after
checking the inbox!)

we now always install the offline component so you can't get into this state.
