Was there a reason this was not ifdef'ed along with the other two dependency generation cases?
You'll need to be more specific about the 'other two dependency generation cases'. Mkdepend is still built when --disable-auto-deps is used because mkdepend may be needed when 'make depend' is run explicitly. --disable-auto-deps just stops the dependencies from being generated by default during the compile cycle; it doesn't disable dependency support completely.
