Build ID: 2000012601 Platform: Mac PowerBook G3/300, 128Mb RAM, VM off. When scrolling, if you drag the pointer a certain distance away from the scroll bar, Mac HIG states that the scroll bar should snap back to where it was before. This way, the user can "deselect" the scroll they just did. Moz 13 doesn't work this way. This is not Mac-specific, Windows has nearly identical standards. *** This bug has been marked as a duplicate of 22175 ***

This is not a dupe of 22175... 22175 is for trackpad scrolling... This is for the scroll bar being dragged.
