setting the Mozilla pref mailnews.reply_on_top doesn not seem to control whether
the reply precedes or follows the copied message. I tried settings 0,1,2,3 and
they all cause a reply at the bottom.

Also, Netscape 7.1 and 7.2 expose this option in Preferences, Mail & Newsgroups,
Compostion, so you don't have to go into about:config. I would ask that this be
entered as a request for a future UI enhancement

Steps to Reproduce:
1. open about:config
2. set mailnews.reply_on_top to 0, 1, 2, or 3 as desired
3. restart mozilla
4. reply to a message
5. observe results

Actual Results:  
Changing the setting has no effect. Replies are always at the bottom. (I know
some people like this, but not me.)

Expected Results:  
Should respond as follows
0=bottom, 1=top, 2=select+bottom, 3=select+top
This preference is still available, however: it is assigned on a per-identity 
basis.  The UI exposes the preference for the account's primary identity, in
  Edit | Account Settings | <account> | Composition & Addressing
