seen with Windows Firefox branch build 2004-08-26-08-0.9

- Go to Tools | Options | Privacy | Cookies
- Click clear to, then View Cookies to be certain there aren't any cookies set.
- Click okay's to get back to browser
- open www.cnn.com
- Go to Tools | Options | Privacy | Cookies
- Click View Cookies

tested results:  two cookies have been set

expected results:  no cookies set.


note: this works correstly on Mac

sorry, this is invalid.  I had inadvertently added cnn to the exeptions list.
