Problem description: 

In some conditions menu items from the Menubar don't drop down when selected
(either by mouse click or by accessing it using menu's accelerator keys,
like 'Alt+f', 'Alt-e' etc.)

Steps to Reproduce:
How to reproduce the bug:

1) Open xterm, type 'mozilla-firefox' and press 'Enter' - after
that Firefox loads (alternatively, if Windows version is used,
click on a shortcut to load Firefox).

2) Press 'F11' - it will put Firefox in 'Full Screen' mode.

3) Press 'Alt+f'

4) Press 'F11' again - that will terminate Firefox's 'Full Screen'
mode (it may be necessary to press 'Tab' a number of times to change 
focus before 'F11' can be used).

5) Click on 'File' menu, or try to drop down 'File' menu
by using accelerator keys - 'Alt+f'. 'File' menu doesn't drop down.


Repeat the steps above, but replace 'Alt-f' with 'Alt-e' and 'File' 
with 'Edit'. Result - 'Edit' menu doesn't drop down.

Repeat the steps above, but replace 'Alt-f' with 'Alt-v' and 'File' 
with 'View'. Result - 'View' menu doesn't drop down.


Use the same principle for the remaining menus. Result - menu
for which those steps are performed doesn't drop down.

Might be a dupe, but can't find any at the moment.

It's not only a bug for FF. Also SeaMonkey is affected.
