257525 - Comcast favicon overrides favicon on site as referenced by LINK REL="SHORTCUT ICON"

I manage both 'www.road-warriors.org' and 'home.comcast.net/~keithmmiller/'. 
When I first put favicon.ico files onto both sites, Firefor did not display
either.  On the Road Warrior site, no favicon was displayed, while on the
Comcast site the default Comcast favicon was displayed.  When I added the <LINK
REL="SHORTCUT ICON" HREF="/sitedirectory/favicon.ico"> lines to both sites, the
Road Warrior favicon displayed properly while the Comcast site continued to
display the Comcast detault favicon.  I have viewed both sites using alternate
browsers, including IE, Opera, and Netscape and they display the correct
favicons for both sites.

Reproducible: Always
Steps to Reproduce:
1. First use an ISP with a default favicon which displays correcty 
2. Use a site without it's own domain name 
3. Place a favicon in the root directory of the site
4. Add the <link rel="SHORTCUT ICON" HREF="/~sitedirectory/favicon.ico"> to the
site's heading.
5. Now view the site and bookmark it


Actual Results:  
The default favicon is displayed

Expected Results:  
The site's favicon as stored in the site's root directory, and referenced by
<link rel="SHORTCUT ICON" HREF="/~sitedirectory/favicon.ico"> should be displayed
