Summary: customise , add new toolbar , does not work → customize , add new toolbar , does not work
Isn't this the intended behavior? If you add buttons to the new toolbar it will
stay. Remove all buttons from the toolbar again and it gets deleted. It's the
only way of getting rid of toolbars you don't want.

This is probably INVALID.
