Is there an actual version change here? or just a min/max AppVer change? If its the latter, there's no need to formally update the file. just the DB data.

That bug is unneeded for this situation. Bug 255804 isn't blocked by that bug either. ;-) and if its the latter (needing DB updating only), you can't fix it anyway, so reassigning it to yourself might be moot.
