The options panel for cookies (options...-privacy-cookies) explains "cookies are
delicious delicacies". It is an unfunny insider joke which does not contribute
to Firefox usability.

This was removed back in July.

You might try a reinstall into a clean directory.  Or make sure you haven't
installed the Delicious Delicacies extension that puts that text back for those
with nostalgia for the old text.
