Details
The Localization Trademark Policy should allow the accept language header pref
(intl.accept_lanugages) to be changed by default in Official releases. The
accept charset pref should be looked at too.

1) it's intl.accept_languages (you had a typo there)
2) it's a non-issue, as it's not defined in the pref file, but in a .properties
file in locale, and all prefs that are in there are allowed to be localized
anyways (bart: should we explicitely include that in the policy?)
I'd consider this bug report INVALID for that matter, it's already allowed...

BTW, it's in navigator.properties for Seamonkey and in intl.properties for
toolkit-based apps, see
