1.0 versioning confusing to users - externally, version is publihsed as "1.0", internally and in dialogs, the version is "0.10"

This discrepancy will be confusing for users. Reproducible: Always Steps to Reproduce: 1. 2. 3. Expected Results: Versions should be consistant across the entire product, either with 1.0, or .10
The user agent says 0.10 because that's what this release is. The public facing UI will say 1.0 Preview Release or 1.0PR. They are synonymous. Not a bug.

I disagree. Public facing UI *does* display 0.10, specifically in the extensions and themes panel. I, personally, as a QA Engineer and Developer, find it bad form to have two similar but completely different version numbers for the same product visible to the public.
