Steps to Reproduce:
1. Start Mozilla at the first time.
2. Can't load the main page: http://www.sun.com because there is no proxy. (
http://www.sun.com displayed at the addressbar, but no content displayed ).
3. Set the proxy.
4. Press Ctrl+T to open a new tab, go to page: http://bugzilla.mozilla.org.
5. Press F7 to turn on caret browsing.
6. Copy the current url address, and press Ctrl+T to open the 3rd tab.
7. Paste the url, then press Enter.

Actural Result:
Enter can't work at all. Page can't be loaded.
Go back to the first tab which url is http://www.sun.com and no content, click
the url and press Enter, can't work at all.
Press Backspace to delete two letters, page automatically load to http://www.sun.co.

works for me, and I guess it has nothing to do with caret browsing.
