1.0PR appears to break 0.93 with respect to keyboard locale.  I appear to be
getting US keyboard layout even though I have UK selected in Windows Control Panel

Steps to Reproduce:
1. Set Keyboard layout to UK
2. Set focus to URL drop down
3. Type Shift 2

Actual output is @

Expected Results:  
Expected output is "

It's not a major bug, but probably enough to put UK waverers off sticking with
FireFox - which would be a shame...
