In Firefox Import is in menu File, while in Thunderbird it is in Tools.

OE also uses File menu for Import.

Import has been under Tools in Mozilla Mail/News forever, and Thunderbird 
continued with that placement.  Mozilla the browser does not have an Import 
function.  Maybe this should be a Firefox bug instead...?
