How to reproduce:
1. In mozilla, open Edit->preferences->font setting

What happens:
1. The output looks garbled
2. The following debug messages are displayed:

nsLayoutHistoryState::GetState, ERROR getting History state for the key
nsLayoutHistoryState::GetState, ERROR getting History state for the key
nsLayoutHistoryState::GetState, ERROR getting History state for the key

3. Just trying to visit this menu item and clicking OK
   changes the font to very small pitch. The font setting
   can't be recovered.

What should have happend:
1. The "What happens:" section above shouldn't have happened ;-)
The grabled display is bug 24343.  The other bug with the prefs not being
initialized right is bug 24830.
