if you size the browse windows width in the right size you will see the vertical
scrollbar of the list box at the bottom of this page blinking.

Steps to Reproduce:
1.Go to the domain
(http://lab.msdn.microsoft.com/ProductFeedback/viewFeedback.aspx?feedbackid=449fac53-c1f7-4209-b5d9-17b83e9ec4f1)
2.scroll downwards
3.Size the width until scrollbars start blinking.

Actual Results:  
Scrollbars dissapear and appear.

Expected Results:  
Scrollbars wether should appear or not instead of blinking.

This has nothing to do with the Firefox Web Site, moving to browser-general.
