optionally allow admins to split a bug report that was made by a user into 
several smaller bug reports, if they are about more than one bug/request - so 
that they can easily copy/mark a paragraph of the actual posting and simply 
add it as another bug report/feature request BY THAT USER- automatically 
showing that this has been split by an admin

This is pretty similar to bug 81642, except that it would show up with the
original reporter instead of the person who splits it....

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you
are dealing with this bug, please assign it to yourself.

I think we can close this bug. No action in over ten years, and I don't think the UI would be pretty. When creating sub bugs, you generally want to have a summary and description of the smaller part. And as mentioned by justdave, we have the clone functionality.
