260800 - Firefox does not consistently un-gzip HTML/CSS

When receiving a page or CSS file compressed with Apache's mod_deflate, Firefox
does not always decompress it. Sometimes I am left with a page that looks like
garbage that if saved as file.html.gz and then decompressed with WinZip, will
return the page as it should have been rendered. I also see problems with the
pages appearing as if they could not load the external CSS file. This also seems
to indicate that something similar is happening with that.

Reproducible: Sometimes
Steps to Reproduce:
1. Go to http://www.lowellma.gov/
2. Ctrl+shift+R several times until the page appeasr garbled or as if its CSS
was not applied.
3.

Actual Results:  
The page did not appear properly.

Expected Results:  
Un-gzip the page and display it.

- The build this bug is reported against is too old.
- This bug has been marked WORKSFORME
- The original reporter has not responded to comments left by others for an extended period of time.

Please reopen this bug only if it still exists in a recently nightly build[1,2].
