I beleive it shouldn't execute the command if it right click, only left click.
If right click, then show the dropdown for the options

Reproducible: Always
Steps to Reproduce:
1. Download a File
2. Go in Download Manager
3. Rightclick on Remove... pouf, the file is gone... where is my drop down menu ?

Actual Results:  
File is executed or removed

Expected Results:  
Should show the dropdown
