If a dialog box is used to edit an HTML attribute, it is unable to set a value
if the value has been previously set.  For example, if you are using the Table
Properties.. dialog box to set the width of the table. If the width attribute is
previously set, setting it to a new value changes the value in the dialog but
after you hit Okay and re-open the dialog box the value has reverted to the
previous value.

Reproducible: Always
Steps to Reproduce:
1. Open a new page
2. Insert a new table (accepting the default settings) 
3. Open the Table >> Table Properties... dialog box
4. Change the width to 50%.
5. Click on the Okay button
6. Re-open the Table >> Table Properties... dialog box

Actual Results:  
The table width reverts to 100%

Expected Results:  
The table width should have accepted a new value.

This happens with other dialog boxes, too. You can work around the bug by first
clearing the value in the dialog box, then hitting apply or Okay and reopen the
dialog box to set a new value.
