Comboboxes throughout Firefox scroll way to far/fast using the mouse wheel. I
set it to scroll "3 lines at a time" but it seems to scroll 3 pages at a time or
so. For example, the languages combobox in tools->options->general->languages,
can be scrolled all the way down by tapping the wheel only twice downwards.

Reproducible: Always
Steps to Reproduce:
1. Go to options
2. Click the Languages button
3. Dropdown the languages combobox
4. Scroll down using my kind of mouse, using the mouse wheel.



Expected Results:  
I would expect the comboboxes to scroll 3 lines (or whatever is configured in
MouseWare).

I have a Logitech MX500 with MouseWare 9.79 installed. I don't think I
configured anything special about scroll handling.

I duping with Bug 246142 because it is a near-identical problem.
