26162 - Prefs: need to initialize radio buttons in Instant Messenger > Privacy

found using today's comm bits [2000-02-01-xx].

1. open the Preferences dialog
2. go to the Instant Messenger > Privacy

you'll notice that neither of the two radio buttons above the Block List are
selected. one of them should be (which?).

Only one of the 5 radio buttons above the two lists can be selected, they all
belong to the same radio group. Look at the UI for AIM 3.0 on WindowsNT, that is
what we emulate.

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.

ah, i see now: the list of 5 radio button wraps in two columns. tx for
