an empty folder is created by Installer when custom install is selected and no
icon is selected on the Start Programs Folder.

Reproducible: Always
Steps to Reproduce:
1. Run FireFox setup.
2. Click next at the welcome screen.
3. Accept the Terms of the License Agreement and click next.
4. Select custom and click next.
5. Select the install folfer and click next twice.
6. Unselect the "Create Icons for FireFox in my Start Menu Programs Folder" and
click next.
7. Finish the installation.
Actual Results:  
A new empty folder would be created in the Menu Programs Folder.

Expected Results:  
No new empty folder should be created in the Menu Programs Folder.
