why do you have no "new email notification" "popup" for linux(i'm using fedore
core 2)?

I believe the reason is that Windows and Mac offer built-in facilities for those
popups, and Linux does not. (It would probably be a feature of either KDE or
Gnome, assuming you're running one of those.)
See bug 165660 for a suggested mitigation for notification under Linux.
Bug 227407 has a user-installable patch (which might be bitrotted by now) to run
an executable on new mail; see also bug 80439.
