26196 - part of background doesn't paint

Description

[buster]

1) open viewer with test 4.
2) make sure the window is narrow enough to need vertical scrolling
3) scroll down to the table *using the down-scroll-arrow*
4) notice the background is missing frome beside the table that itself has a 
scrollbar.  the table background is fine, it's the document background to the 
left and right of the table.
5) the missing chunk of background seems to be as tall as the scrollbar on the 
table.
6) clicking on the scrollbar to page down does *not* cause this, but grabbing 
the scroll thumb and sliding it down does.

kevin, you said you were working on some painting oddities having to do with gfx 
scroll bars, so I'm asiging this to you.

I'm not seeing this problem with todays build on WINNT.
