This bug appears with 1.0PR and also with a recent nightly:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7.3) Gecko/20040928
I open the options dialog from window A. I call the URL in
window B. The popup window opened by the URL is not blocked.
The popup window is blocked if the options dialog is closed.
This might be related to bug 261046, but that bug is not
reproducable for me.
