In Firefox PR1 for OSX, download a file and close all windows except download
manager (while file is downloading). None of top level menus (File, etc) drop
down . 

Reproducible: Always
Steps to Reproduce:
1. Start a download and leave download manager running
2. Close all browser windows
3. Attempt to access top level menus

Actual Results:  
 

Expected Results:  
Should display menus
Well, Command+N should work now.
