Build ID 2000012520, Win NT 4.0 SP5 Edit / Preferences / Advanced / Cookies Press View stored Cookies (twice the first time it jumps - a known bug). I have a fairly long list of cookies 20 or 30 perhaps. The scroll bar on the right isn't displayed properly, it is always the full length even though not all the cookies are shown in the list view (it should be in proportion to the number of items in the list).
I'm surprised that you are even able to see a list with more than seven cookies (see bug 25432). You must be using a version that was built prior to that regression. But in any case, this is not a cookie bug but rather a dialog bug. Reassigning.

I'm not seeing either of the two symptoms reported in this bug. Pressing the view-stored-cookies button does not cause the button to jump but rather brings up the cookie viewer as is expected. (Now the signon viewer button will jump, and that is covered in bug 24351, but not the cookie viewer button.) Furthermore, the scroll bar is not full length when I have more cookies that can fit in the list. With the partial fix in place for bug 25432, I am now able to view a list with more than 7 cookies and I don't see a full-length scroll bar. Closing out as works-for-me.
