When you open a message and click the Reply button- message's body textbox does
not fill the remaining client area, it's only a few inches tall.

As opposed to viewing a message- the text box takes up the remaining client
screen area.

This limits the amount of text you can see severely.

Also- the text box does not expand when the window is resized.

Reproducible: Always
Steps to Reproduce:
1. open a message
2. click "reply"


Actual Results:  
the message's body text box is small and doesn't expand to fill the available
client area.

Expected Results:  
the body text box needs to be set to fill the available client area so that it's
as big as the window will allow it to be
