I didn't file under Form Manager because that seemed to just apply to bugs
relating to AutoFill.
Reproducible: Always
Steps to Reproduce:
1. In a Firefox web browser window, navigate to a website that has a form.
2. Select a textarea text box.
Actual Results:
The user must edit the text in the text box.
Expected Results:
A button allows the user to edit the text in a new window that can be resized.

Note that resizing textareas within a page was implemented in bug 442228 and works as long as the page doesn't prevent it with CSS.
