This may be similar to bug 255394. When I try to create a new filter to move
items to a different folder, the only choice I am given is "Local Folders" with
no drill down. I also cannot create a new folder. The "OK" button never becomes
clickable.

Reproducible: Always
Steps to Reproduce:
1. Tools
2. Message Filters
3. New
4. check "Move to Folder"
5. Try to select one or create one (Must be using global inbox with several
acocunts)


Actual Results:  
Can't select a folder or create a new one

Expected Results:  
Allow a folder to be selected or created

I have no idea what bug 255394 even is, as it requires privileges to view.
