The tabs toolbar should behave like every other toolbar, in that it should be
allowed to be hidden, and it should be customisable.

This is related to bug 186865 in that it would allow for a new tab button to be
placed on the tabs toolbar, but it is not a dupe because this bug doesn't
specifically address the "New tab" button. If fixed this bug would provide the
solution for bug 186865 though.

There's really no logical reason I can think of for the tabs toolbar not to
behave like any other toolbar.
