Downloading a large file (such as the offline JRE/JVM) using Firefox and an
unstable connection can cause some annoyances. If the download hangs due to an
internet connection restart, the download will rarely, if ever, continue
(correctly). Pause/Resume will not fix the download, and Cancel/Retry does not
download the file again.

Reproducible: Always
Steps to Reproduce:
1. Download a large file (10+ MB)
2. Kill your internet connection sometime while it is downloading
3. Reconnect
4. Try to Pause/Resume or Cancel/Retry to finish the download
Actual Results:  
The download fails and cannot be restarted in any way other than completely
restarting the download manually.

Expected Results:  
Continued the download from the last chunk downloaded and attempt to finish it.
Pause/Resume should allow the download to resume, but it doesn't. Cancel/Retry
should restart the download, but it doesn't.
